The American Alpine Club Announces 2023 Cornerstone Conservation Grant Recipients

The American Alpine Club and REI are pleased to announce the 2023 Cornerstone Grant recipients. The AAC Cornerstone Conservation Grant was formally launched in 2011 to fund projects to improve, conserve, and protect local climbing resources nationwide. Seven local climbing organizations (LCOs), land managers and agencies, nonprofits, and individuals have been awarded a total of $25,000 for this grant cycle, for projects such as building or improving trail networks to climbing areas; establishing new toilet facilities and signage at trailheads; and deploying a variety of community groups for clean-up and graffiti removal at local crags.

New River Alliance of Climbers will receive $5,000 for the Whippoorwill Restoration Project in Summersville Lake, West Virginia. All funds will go towards purchasing materials needed to complete the project: gabions, stone stair treads, split rail fence, and seeds for re-vegetation.

Carolina Climbers Coalition will receive $4,000 for the Table Rock Climbers Trail Rehabilitation in Table Rock, Linville Gorge, North Carolina. Funds will be used to rehabilitate the Table Rock Climbers Trail, a new NEPA-approved trail to a historical climbing area.

Northwest Montana Climbers Coalition will receive $1,000 for the Stone Hill Signage Project in Lake Koocanusa, Montana. Funds will be used for signage materials and installation tools.

Black Folx Rock will receive $5,000 for the Diversity in Conservation Project in Papago Park, Arizona. Funds will be used to create a trail, restoration, clean-up, signage, bridge creation, and erosion reduction for a heavily used rock climbing area. 

Save Mount Diablo will receive $5,000 for the Pine Canyon Cleanup & Mount Diablo Adopt-A-Crag at Mount Diablo State Park, California. Funds will be used for equipment rental, fuel for equipment, PPE for volunteer participants, materials and tools for graffiti and litter removal, and limited staff time.

Upper Peninsula Climbers' Coalition will receive $2,000 for the Slugg's Bluff restoration in Palmer, Michigan. Funds will be used for gravel, road grading, trail work, and fencing for the community garden.

Mount Diablo State Park, CA

Western Massachusetts Climbers Coalition will receive $3,000 for a trail steward program in Farley Ledges in Erving, Massachusetts, Hanging Mountain in Sandisfield, MA, and other locations in Western MA. Funds from the AAC Cornerstone Grant will pay for training for trail leaders and volunteers, cover the cost of a volunteer tracking and waiver system, buy miscellaneous tools and materials, and pay the cost of a part-time paid operating executive to manage the program.


Applications for the Cornerstone Grant are accepted each year from October 1 through December 31.

Colorado Policy Update: Protecting the Thompson Divide

Climbers stand up for the CORE Act, protecting the state’s outdoor heritage

Tucked between the Rocky Mountains to the East and red deserts to the West lie 200,000 acres of quiet land known as the Thompson Divide. With its rolling hills, scrub forests, picturesque cattle pastures, and dusty sagebrush, the Divide lacks the grandeur and snow capped summits that you find in the nearby Maroon Bells-Snowmass Wilderness. It also lacks the throngs of summer hikers and incessant busy roads, instead offering meandering trails, trickling streams, and only a few quiet roads. Though it sits within an hour drive of the internationally renowned sport climbing mecca Rifle Mountain Park as well as the granite paradise of Independence Pass, I see why the Thompson Divide isn’t on climbers’ radar. It hosts only one small sport crag (a local favorite however), and the quality boulders, sport crags, and ice climbs around the tiny town of Redstone are just beyond the border of the Divide. While rock climbing isn’t going to put the Thompson Divide on the map, the Thompson Divide remains relevant to all of us.

In the last decade, the Thompson Divide gained notoriety as the centerpiece of a fierce grassroots campaign showcasing the importance of public land resources, and the value of citizen engagement in public land management.

The vast majority of the Thompson Divide is public land, managed by the Bureau of Land Management (BLM) and the US Forest Service (USFS) for “multiple uses.” This land supports a wealth of agriculture, tourism, and recreational opportunities like hiking, climbing, biking, and hunting. The Thompson Divide has been at the heart of the Roaring Fork Valley ranching community for more than a century, supporting 30+ successful farms and cattle ranches that graze animals on this rich land.

As a kid growing up in Carbondale, I understood early on that my quality of life was greatly improved by the access we had to the outdoors. This meant building forts, going sledding (the Thompson Divide had the best sledding hill around), and eating cheeseburgers from grass-fed beef raised fifteen minutes up the road in the Thompson Divide. In high school, at a time when I was itching for more independence and an escape from teenage drama, the safe and accessible public lands on the Divide allowed me to satisfy those needs through outdoor recreation. There, I learned to backcountry ski, went on my first no-adults backpacking trip with friends, and led my first sport climb.

In the late 2000s, rumors surfaced that a Houston-based company wanted to drill for natural gas in the Thompson Divide. The company owned several natural gas leases there, but had yet to develop them. When leases are developed the impact is noticeable. Development includes the building of new roads, frequent use of heavy machinery and subsequent truck traffic, and multiple wells with automated pumps. The expansive spider web of infrastructure required to service these leases is evident in nearby towns along the I-70 corridor, where, if driving from the Front Range of Colorado to Utah, you could see numerous natural gas wells and related facilities. This sprawling network is even more visible from the air. This development falls mostly within Garfield County, home to Rifle Mountain Park. This county produced more natural gas than any other county in Colorado—sometimes more than twice as much as other leading counties—from 2007-2014.

Natural gas development in the Divide quickly became the talk of the town in Carbondale. There were new articles in the paper almost daily about the topic, which my mom would clip and save for me to read. I remember reading about the newly formed Thompson Divide Coalition (TDC) in 2007, a group that would become the soul of the grassroots effort to conserve the Divide. TDC is governed by a diverse volunteer board of local stakeholders like ranchers, small business owners, and community leaders who all agree on one thing—the Thompson Divide is a place too special to drill for natural gas. They made clear from the start that they weren’t against natural gas development on the whole, and many of them even cringed at being called “environmentalists.” Rather, they simply wanted what was best for their community.

Around the time that the TDC was formed, natural gas development in Garfield County was exploding as a result of technological advances and federal policies that encouraged rapid development. As natural gas wells became more numerous in rural communities such as Parachute, Silt, and Rifle, public health concerns associated with natural gas development were frequently reported by residents.

For example, in 2010, Garfield County released a Health Impact Assessment specific to a drilling plan in the nearby community of Battlement Mesa finding that, “[this] development plan is likely to change air quality and produce undesirable health impacts in residents living in close proximity throughout the community...”. Additionally, in 2011, the nonprofit Global Community Monitor found elevated levels of “22 toxic chemicals,” including hydrogen sulfide in the air near natural gas drilling sites (and rural homes) in Silt. And in 2013, there was a notable benzene leak confirmed in Parachute Creek, near several residential water wells.

With this backdrop of contamination reports and health complaints, residents near the Thompson Divide were extremely concerned about the impacts of drilling near their homes. Still, research on the topic remained scarce and sometimes conflicting, such as in a 2017 study conducted by the Colorado Department of Public Health and the Environment that claimed “the risk of harmful health effects (was) low for residents living near oil and gas operations” but called for further research on exposure risks. We know now, however, following the updated report in 2019 by ICF, that emissions near drilling and hydraulic fracturing sites can cause serious negative health impacts.

In addition to health and pollution concerns, one of the strongest arguments for protecting the divide were the economic benefits. Benefits the community argued, relied on the land remaining undeveloped.

An economic impact analysis completed in 2013 found that recreation, agriculture, and tourism—activities that locals argued would be most negatively impacted by natural gas development—collectively contribute nearly 300 jobs and $30 million to the local economy each year. In a town of only 6,500 people in 2013—those numbers make a big difference. These uses of the Divide are also sustainable. They’ve provided for the community for generations and would continue to, so long as the Divide was left free of development. This was an argument that helped to rally a broad base of supporters, well beyond those whose health or property might be affected.

There are many other benefits to not allowing oil and gas in the Divide. Extracting carbon rich fuels and leaching methane into the air is counterproductive to combating climate change. Leaving fossil fuels in the ground is truly a form of climate action. In addition, several of the areas up for lease at the time were federally designated roadless areas. By cutting roads into these pristine areas, natural gas development would disrupt wildlife like deer and elk, pushing them out of critical winter ranges and disrupting their migration and calving grounds.

Five years after the Thompson Divide Coalition formed, the area was as threatened as ever. I knew I had to add my voice to the fight so I started a student led initiative aimed at engaging young people in this local issue. I spoke at a town hall meeting in front of nearly 300 people and later helped organize a student delegation to deliver 1,152 letters from concerned citizens to the BLM headquarters in Silt, CO, asking them to let the leases expire.

These experiences opened my eyes to the challenges of grassroots activism, and the importance of local land managers and government officials. In the case of mineral leasing, almost all of the key decisions that we were concerned about were being made right down the road, in local BLM offices, at county commission meetings, and in town halls by people who lived in our communities, not politicians in far away places. Because of the proximity of decision makers, and our efforts to engage them, I feel we made a significant difference, not only in our community, but in the trajectory of the Thompson Divide debate.

What would be a key decider for the fate of several leases on the Thompson Divide would be the environmental impact analysis the BLM was forced to conduct in accordance with the National Environmental Policy Act. As it turned out, the BLM’s first analysis was improperly conducted resulting in their issuing of the leases illegally.

When the BLM released the updated draft EIS in November 2015, they received over 50,000 comments—most in support of protecting the Divide and doing away with the illegal leases. For reference, the population of Carbondale and Glenwood Springs combined amounted to less than 20,000 people in 2016, demonstrating the widespread nature of support from all surrounding communities and businesses. On top of that, the BLM hosted 3 public meetings for citizens to raise concerns. One meeting in Carbondale turned out a whopping 240 people on a Wednesday night!

With the consistent outcry from the public, and the updated environmental analysis, the BLM decided to cancel 25 undeveloped leases in the heart of the Thompson Divide—a reality that would not have emerged without the NEPA process.

Though several of the leases in the Thompson Divide have been cancelled, the area has yet to be removed from future leasing. The hope of permanent protection was introduced in a bill sponsored by Senator Bennett in 2017 called the Thompson Divide Withdrawal and Protection Act, which has since been lumped into a larger package called the Colorado Outdoor Recreation Economy (CORE) Act.

The CORE Act could have economic and ecological benefits for regions in CO beyond the Thompson Divide.

The CORE Act, recognizes the economic and ecological benefits provided by public lands like the Thompson Divide, and would permanently withdraw the Divide from new leasing. The Act also introduces protections for recreational opportunities in other locations across Colorado—designating wilderness in the San Juans, protecting climbing areas in the 10 Mile Range and preserving climbing history by establishing a first-of-its-kind National Historic Landscape to honor Colorado’s military legacy at Camp Hale.

The CORE Act, however, has met significant political resistance from certain actors. Representative Tipton, for instance, introduced a similar bill of his own, the REC Act, which is nearly identical to the CORE Act except that it doesn’t include protection for the Thompson Divide. Reportedly, this omission was due to concerns from some of Tipton’s constituents, mainly the Garfield County Commissioners, who have consistently opposed protections for the Divide and sided with oil and gas companies. The Thompson Divide Coalition has implored residents of Garfield County to write to their commissioners and tell them to support protections for the Divide, but with seemingly little result.

It is frustrating to see this resistance continue to perpetuate from Garfield County to higher levels of the government. For example, citing Tipton’s concerns (which drew on Garfield County’s concerns), Senator Cory Gardner is now mounting resistance to the CORE Act in the Senate.

I believe the outpouring of community support, and especially its sincerity, is what distinguishes the Thompson Divide and earns it a place in federal legislation. Not only did residents take every opportunity to provide comments, attend community meetings, speak to their local government face-to-face, and write letters of support; they did so with a unique non-partisan sincerity that is difficult to ignore.

Supporting the protection of the Divide didn’t mean you were against oil and gas development in other areas where the impacts to the community and the local environment were less demonstrable. Nor did it mean you were an “environmentalist.” Supporting the Divide meant you cared deeply about the land, the wildlife, and the well-being of a healthy ecosystem, and that even development of essential mineral resources had to be sensitive to local and environmental needs. As one rancher famously quipped in an interview, “I ain’t no granola-crunching hippy,” but he shared the community belief that the Thompson Divide was too special of a place to drill.

While the Thompson Divide may not be home to one of our nations’ classic climbing areas, the protections afforded by the CORE Act preserve world class recreation all across Colorado. It preserves our climate by keeping carbon in the ground, safeguards public health and protects critical wildlife habitat by maintaining unfragmented forests. Land management challenges like that of the Thompson Divide are not unique, although the landscape is. Agency officials all over the country are making decisions about the future of our public lands and the energy development that occurs on them. Without the continued support of citizens like you, and the leadership of elected officials who share our concern for these places, they won’t receive the protections they rightfully deserve. There’s no time to be a silent bystander, we need to use our voice, go vote and spark the change we want to see.

Reflections on the Bears Ears Restoration

A week ago today, the Biden-Harris Administration made the profoundly important decision to honor the voices of Indigenous communities, climbers, and conservationists by restoring protections to three national monuments including Bears Ears, Grand Staircase-Escalante, and the Northeast Canyons and Seamounts National Monuments. The American Alpine Club is thrilled about this action and grateful to our partners who led the charge to protect these important landscapes. We are particularly proud of our friends at the Access Fund, who on behalf of climbers, joined a lawsuit protesting the illegal reduction of Bears Ears and have feverishly lobbied Congress to restore protections to this important landscape. We are also grateful to the Bears-Ears Intertribal Coalition, who have invested innumerable hours of effort defending traditional values, ensuring that Indigenous knowledge is incorporated into future management decisions and ultimately protecting a sacred site significant to many Tribes such as the Navajo Nation, Ute Mountain Ute Tribe, Hopi Tribe, Pueblo of Zuni, and Ute Tribe.

We join our partners today to celebrate their hard work and commend the administration’s commitment to conserving this unique ecological and cultural heritage.

As the first national monument designated at the request of the Tribes, this action is truly about honoring First Nations who have called this landscape home for time immemorial. “This monument designation, under the first Indigenous Secretary of Interior, signals the role that Tribes will play in the future management of federal public lands,” said AAC Board member and founder of Natives Outdoors Len Necefer. “It’s imperative that the climbing community take steps to build a productive relationship with Tribes to ensure that the collaboration between these communities that occurred on Bears Ears becomes the norm.”

Reflecting on his experience witnessing President Biden sign the Presidential Proclamation, Chris Winters, Executive Director of the Access Fund said, “We are absolutely elated that President Biden stood up to protect Bears Ears National Monument and conserve this national treasure. This is a huge win for Indigenous people in the greater fight for America’s public lands. This proclamation not only protects climbing and the vast cultural and scientific resources at Bears Ears, but it also helps to uphold the integrity of the Antiquities Act and protects all national monuments around the country. It also recognizes the importance of outdoor recreation in these places.”

Like so many of you, the staff here at the AAC share a deep connection to Indian Creek and the desert landscape of Southeastern Utah. Previously, our current Policy Manager - then graduate student - penned an article highlighting the illegal use of presidential authority to rescind protections for 85% of the original monument designation at Bears Ears. “It is truly a historic achievement for Tribes and climbers alike” said AAC Policy Manager, Taylor Luneau, in light of the restoration. “Not only are the vast climbing resources of Bears Ears once again protected, but the action contributes to broader conservation goals laid out in the America the Beautiful plan, which strives to conserve 30 percent of our land and water by 2030—an effort that is crucial to combatting the climate crisis and ensuring close to home nature for all Americans.” 

Much like completing a new route, a milestone of this nature is never reached alone. “This success points to the importance of civic engagement, partnerships, and the value of advocating for our shared landscapes,”  emphasized AAC CEO Mitsu Iwasaki. “Thousands of people activated to write letters and call their elected officials, to attend protests and rallies, and to document and share their unique experiences in places like Indian Creek. Now we see the true impact our collective actions can have.”

“The Biden administration’s recently restored protections for one of America’s most iconic, wild, adventurous, antiquities rich, awe inspiring, and home to Indian Creek, ecosystems - Bears Ears, should be a day of celebration, relief, joy and vigilance,” said AAC Board member Peter Metcalf. “With time, Bears Ears will become as famous and cherished as Yellowstone or Bryce Canyon National parks. We at the AAC should be both most appreciative and proud. Though we have substantial reasons to be appreciative of the administration's brave restoration and proud of our work, we must all now be aware that without committed, focused vigilance, it could be lost again to the banal financial benefit of a few.” 

The AAC remains committed to advocating for the protection and stewardship of Bears Ears and all of our public lands. As a community of climbers, we must continue to steward this important landscape, educate ourselves on low impact recreation and maintain our vigilance during future management decisions for the world class rock climbing of Indian Creek and beyond. Importantly, we must continue to support Tribal leaders and center the voices of Indigenous communities who call this place home.


Outdoor Alliance Fly-In: AAC Trip Report

During the week of June 11th, the Outdoor Alliance gathered the leaders of its member groups to virtually connect with lawmakers, agency officials, and policymakers in D.C. For over ten years, Outdoor Alliance has regularly convened its coalition members to meet with decision-makers in D.C. and advocate for human-powered outdoor recreation and conservation issues on behalf of recreationists.

When OA’s member groups come together and are unified on the issues that matter most to recreationists, lawmakers listen, and we can better protect the places we love. 

Here’s a conversation between AAC CEO  Mitsu Iwasaki, and AAC Policy Associate Amelia Howe.

Interview with Mitsu Iwasaki

Amelia: What was the OA Fly-In all about? 

Mitsu: Our goal was to build connections with legislators as well as administrative and agency officials, and to ensure public lands and waters are protected for the climbing and human-powered outdoor recreation community.

Amelia: What were the priorities you and your colleagues focused on during your conversations that will benefit the climbing community?

Mitsu: There are several key priorities that we focused on.

  1. We want to strengthen recreation and conservation policies to protect more places and increase equitable and sustainable access to outdoor recreation. In particular, we wanted to repair some of the damage to core conservation tools over the last few years.

    • An example of a damaged conservation tool is the shortened required public comment period for the National Environmental Policy Act (NEPA). As you already might know, we have a lawsuit with the Council on Environmental Quality (CEQ) to reestablish the public comment component of NEPA. During the week, we also championed the Simplifying Outdoor Access for Recreation Act (SOAR), Colorado Outdoor Recreation Economy Act (CORE), and Protecting America’s Wilderness and Public Lands Act (PAW+). These together will help to expand the protection of public lands and water protection while simplifying the permitting process, which would lead to more equitable access.

  2. Many of us have some understanding of 30x30, which works towards protecting 30% of public lands and waters by 2030. We clarified our support for 30x30 and ensured lawmakers recognize that the outdoor recreation community has a role to play in reaching those goals while also helping rural communities navigate economic changes.

  3. We pushed for the notion that management agencies are severely underfunded and need better funding to fulfill their stewardship responsibilities. During these conversations, we communicated to Park and Forest Services that a few of our member organizations, like Access Fund and IMBA, have the experience and capacity to support infrastructure projects. 

Amelia: Are the agencies and government officials familiar with the climbing and outdoor recreation communities? 

Mitsu: Yes! Many have deep, personal relationships with outdoor recreation. The agencies and government officials we met with can sympathize with the interests and needs of the outdoor recreation communities.

Amelia: That’s great to hear. 

Mitsu: When we look closely at legislation like the CORE act or the Mt Hood NRA, we can see that conservation and outdoor recreation are very much part of the thinking. In my experience, the recreation community’s presence has grown and continues to grow in DC. 

Amelia: What are some of the more pressing challenges the climbing community is facing that were discussed during these sessions?  

Mitsu: Funding and capacity building, access, and climate are among the most pressing challenges we discussed. For instance, while we knew the Forest Services’ budget has transformed from less than 20% in fire suppression to more than 50% towards fire suppression over the last decade, at least in part due to climate change, we learned that the Forest Service has lost over half of their planning staff over the last handful of years. While they’ve been appropriated more funds, they’ll be prioritizing rebuilding capacity this coming year. 

Amelia: Can you speak to the importance of bringing OA partners together for these meetings?

Mitsu: Together, we’re able to unite and coordinate strategies and actions with policy experts from across the human-powered recreation spaces from across the country. This helps us create a larger and more informed presence through our joint policy shop. We’re able to track important issues locally, regionally, and nationally and how they may overlap across our sectors in a way that we simply couldn’t as independent organizations.

Amelia: Stronger in numbers? 

Mitsu: Definitely. Through combining our resources, we’re able to maintain a strong presence in DC through incredibly effective individuals like Adam Cramer, OA’s CEO, and his team. I believe together we represent 300,000 members from across the country.

Amelia: What should climbers keep their eyes on during this administration? 

Mitsu: I think as climbers, we should be continuously asking ourselves what kind of action we can take to better support the National Park Service, Forest Service, and local governments and land managers. 

Amelia: Any specifics on why and which policies? 

Mitsu: We know agencies have limited funding, are pulled in many directions by varied interests and there is a continued growing impact and demand. Keeping an eye on SOAR, CORE/PAW+, and 30x30, as well as communicating support to your congresswomen/men and senators is critically important. In addition, becoming or staying active and up to date with policies that help to protect and provide access is critically important for our future as climbers. 

Amelia: What was your favorite meeting or personal fly-in highlight?

Mitsu: Meeting Malcolm McGeary from Senator Wyden’s office and learning about what’s been happening in Oregon was my highlight. I just moved to Colorado from Oregon last year, so those issues are close to home for me. 

In addition, hearing from Vice President Harris’ office that activating towards 30x30 is among their highest priorities, which was crystallized throughout the week as the Department of the Interior and Department of Agriculture communicated their intent toward 30x30 goals. This gave me a huge amount of optimism towards meeting those very ambitious goals.

Amelia: That’s wonderful! 

Mitsu: Right? In my experience, it’s quite rare to hear or experience such unified multi-agency enthusiasm and direction toward a common goal. 

Amelia: Last question for you, Mitsu. If you had one tip for climbers who want to contribute to policy and advocacy work what would it be? 

Mitsu: There are many ways for climbers to contribute to policy and advocacy work, but one place to start would be to volunteer or support the policy work of both the AAC and your local climbing organization!

What is the Great American Outdoors Act?

Remember this past spring when President Trump tweeted in support of a conservation based bill and that Bill made the headlines? That Bill, The Great American Outdoors Act (S. 3422) is back and hitting the senate floor next week. Below we provide a few important facts about what this historic, bi-partisan public lands bill includes, followed by an opportunity to ACT Now!

If the COVID-19 crisis has taught climbers, public lands employees, and local governments anything, it’s that now, more than ever, millions of Americans are looking for opportunities to get outside. For many, the outdoors offer an escape from their daily lives, and deem their recreation time as critical to supporting mental and physical health.

Additionally, as National Parks begin their phased reopening, and local governments consider it safe to once again seek-out outdoor recreation pursuits, it’s important to remember that public lands serve as a major economic stimulus for the country. As we collectively recover from the economic downturn caused by the outbreak of COVID-19, the GAOA has the potential to assist us by providing opportunities for new jobs and diversified streams of income, by addressing the need for recreation resource development and infrastructure repairs.

Protecting America's Wilderness Act Passed in the House!

The AAC celebrates the passing through the House of the Protecting America’s Wilderness Act (H.R. 2546) and strongly supports the Act as it moves to the Senate floor. This impressive public lands package combines six bills, collectively protecting 1.3 million acres of land and more than 1200 river miles in the Wild Olympics in Washington, the central coast and Redwoods in California, and Wilderness areas throughout Colorado. It defends outdoor recreation opportunities, safeguards water resources, protects public lands, and supports the multibillion dollar outdoor recreation economy. The land  protections in the act prohibit logging, mining, and drilling, in certain key landscapes and serves as a key climate change mitigation tactic. Thank you Rep. Diana DeGette for being a champion of this legislation, and thanks to all other representatives who supported this act. The climbing community is hopeful that the bill will successfully navigate the Senate in order to place a value on wilderness, and protect these indispensable lands and waterways for generations to come.

LAND AND WATER CONSERVATION FUND RECEIVES $30 MILLION MORE THAN THE PREVIOUS FISCAL YEAR

Do you remember that Land and Water Conservation Fund (LWCF) thing that has been a hot topic among conservation organizations this year? Well, back in March Congress agreed to make it a permanent program which will receive funding through the appropriations process, however, Congress could never agree on how much money it should receive. When the LWCF was first enacted, it was set up to collect $900 million annually. Unfortunately, in the 50+ years the program has been around, this has only happened twice.

Most recently, on September 24th the LWCF was granted funding through a suite of bills approved by the Senate subcommittee for the Interior, Environment and Related Agencies. LWCF received a whopping $465 million which is the highest it has been funded in 15 years. While this is only half of the $900 million allotted to the LWCF, it is still $30 million more than it was funded in fiscal year 2019.

Senator Udall of New Mexico was a champion for getting this bill approved. He stated to the committee that he will “keep fighting for the resources we need to protect New Mexico and the nation’s natural resources and fulfill our trust and treaty responsibilities to Native communities.” A big thanks is owed to Senator Udall and all of the members of the committee, like Senator Murkowski, who were willing to work across the aisle to fund LWCF and, as Udall mentions in his statement, keep the bill “free of new poison pill, anti-environment provisions – providing Americans with better access to outdoor recreation while protecting our air and water.”

Due to lack of permanent funding, Congress will have to determine the LWCF’s budget on an annual basis which could mean wide variations of funding from year to year. During Climb the Hill this year, we advocated for H.R. 3195 and S.B. 1081, legislation that would ensure adequate funding for LWCF in perpetuity because we believe that LWCF is a necessary tool to continue to protect the special places where we camp, climb, and recreate across the country. Now that LWCF has been funded for 2020, it is important to thank our representatives, and remind them that while this increase in funding is a step in the right direction, the LWCF should be receiving $900 million annually, in perpetuity. A Big Win For The Arctic Refuge!

September 12, 2019 was a monumental day in the House of Representatives. The Arctic Cultural and Coastal Plain Protection Act (H.R. 1146) passed in a historic 225-193 vote. This bill repeals a provision in the 2017 GOP Tax Bill mandating oil and gas lease sales in the Refuge’s coastal plain and works to protect this critical landscape from the energy dominance agenda held by the current administration.

The champions behind this bill are Reps Jared Huffman from California and Brian Fitzpatrick of Pennsylvania. While the battle is not yet won, as the bill will now need to make its way through the Senate, we must take a moment to appreciate the hard work and effort that has gone into protecting this American treasure. The AAC wants to thank these supporters of the Arctic for seeing the value in conservation and for reaching across the aisle to fight for this critical ecosystem and the Alaska Native communities who have been stewards of this land and rely on it to live a full life.

US Senate holds Committee Hearing to improve Outdoor Recreation - AAC Wants Your Suggestions

The US Senate Committee on Energy and Natural Resources recently held a hearing to “Examine Opportunities to Improve Access, Infrastructure, and Permitting for Outdoor Recreation."

Led by Chairman Lisa Murkowski (R-AK) and Ranking Member Joe Manchin (D-WV), lawmakers interviewed a panel of witnesses to identify particular challenges facing outdoor recreation. Among the many topics discussed were:

- Outfitter / Guide permitting issues

- Competing land designations (motorized vs. non-)

- Transitioning from extractive economies to ones based on outdoor recreation

- Access to Public Lands

- Conservation Funding

- Science driven, adaptive management

Thomas O'Keefe of American Whitewater, an AAC partner organization at the Outdoor Alliance, was a key witness in the hearing. O'keefe tactfully drew attention to, among other things, outfitter and guide permitting issues, posing one anecdote that it was easier for a paddling guide to bring clients to Costa Rica than the Mt. Hood National Forest in his own backyard. The AAC submitted testimony to Senate ENR - read it here.

2018 Hill to Crag Report

The 2018 Hill to Crag series has been a remarkable success, and the AAC is grateful for REI’s support in launching this initiative. Led by AAC member and Army Major Byron Harvison, our three Hill to Crag events brought together veterans, active military members, AAC volunteers, state offices of outdoor recreation, and local, state and national policymakers to connect via a day of rock climbing.

These Hill to Crag events shift the paradigm of standard advocacy meetings. Rather than visit offices on Capitol Hill or at state capitols, AAC’s Hill to Crag series brings lawmakers to our office-- the great outdoors. In Colorado, Wyoming and North Carolina, the AAC spoke to elected officials (and/or their staff) about the power of the outdoors to address PTSD and other combat-related struggles. Also discussed were the economic benefits of public lands, stewardship, special use permitting issues and the role of state offices of outdoor recreation. The opportunity to connect as a large group, and then in smaller climbing teams, deepened the discussion and fostered meaningful connections amongst participants.

The positive impact of our 2018 events was amplified by the participation of Access Fund, Black Diamond, Petzl, local climbing organizations, state offices of outdoor recreation, Outdoor Industry Association, land managers and other partners.

We believe that we have created a formula that can be used across the country to build fruitful relationships with lawmakers and shape the discourse around public lands.

Below are more detailed recaps from each of the three events.


Golden, CO – October 12, 2018 On October 12th, the Veterans’ Section of the American Alpine Club (AAC), in coordination with the Front Range and New Mexico Chapters of the AAC, took staff from the offices of Senator Gardner (R-CO) and Senator Bennet (D-CO) climbing at North Table Mountain in Golden, CO. Also in attendance were members of Veterans Expeditions (VetEx), James Rein from the Outdoor Industry Association, and state legislator Owen Hill (Air Force Academy Grad, and representative of northern Colorado Springs). Following introductions and a tour of the American Mountaineering Museum, the group headed outside. Conversations ranged from climbing fundamentals to the benefits of outdoor recreation and climbing, in particular, for veterans. The day together opened the doors to important relationships that AAC will leverage as we advocate for public lands and access to them.


Vedauwoo, WY – October 19, 2018 On October 19th, the Veterans’ Section of the American Alpine Club (AAC) took members of the State of Wyoming Department of State Parks and Cultural Resources, Wyoming Conservation

Corps, and Representative Liz Cheney’s state director climbing at Vedauwoo, WY, followed by a tour of Curt Gowdy State Park. Maj. Harvison spurred conversations by speaking to the benefits of outdoor recreation and work for veterans with PTSD, noting a statistic from 2016 that 22 veterans attempt suicide per day. He also spoke to the group about the local and national economic benefits of outdoor recreation, which was highlighted by a later conversation between this group and a number of out-of-state climbers who were gearing up at the trailhead. All participants expressed interest in remaining involved in upcoming initiatives and information exchange opportunities.


Chimney Rock, NC – November 16, 2018 On November 16th the Veterans’ Section of the American Alpine Club (AAC) in coordination with the Sandhill chapter of the AAC took Jordan Barnes of North Carolina Senator Thom Tillis’ staff, David Knight (Outdoor Recreation Industry Business Development Manager, Dept of Economic Development NC), Mary Jaeger-Gale (GM, Chimney Rock State Park), Landdis Hollifield (Event Mgr, Chimney Rock State Park), and several members of the local media climbing at Chimney Rock State Park, NC. Also in attendance were Fox Mountain Guides (facilitating equipment and climbing programming), Ron Funderburke of the AAC, and ten military veteran members of the AAC who are currently stationed at Ft. Bragg, NC. Due to some premature weather considerations, we had three legislative representatives cancel. Additionally, the Asheville REI marketing rep and store manager let us know the morning of that they were no longer going to be able to attend due to some emergent work obligations.

This event drew a number of local new stations. AAC Sandhill Chapter chair and active duty Army officer Matthew Arevian gave a powerful interview about how climbing helped his family reconnect following deployments. A member of the Golden Knights parachute team shared how climbing helped him post-deployment and following a parachute accident that will soon have him leave the Army medically.

After several hours of climbing and instruction (especially on the finer points of hard slab climbing by Ron), we gathered on top of Chimney Rock for a group pic with the gorgeous valley as a background. Everyone left with a high level of stoke, looking forward to more events, and hopefully networking with each other to see how they can get fellow veterans interested in what we do.

Thanks to the generous support of REI, the AAC was able to hire Vince Schaefer from Coldhouse Media Productions. He is currently working on a 3 minute video piece about the NC event. We will share it with you when it’s complete.

AAC Advocates for LWCF in 2019

 The Land and Water Conservation Fund (LWCF) is our nation's premier conservation funding source for enhancing access to public lands, safeguarding watersheds and forests and supporting local outdoor recreation economies. Across the country, every county in every state benefits from LWCF. The climbing community is no different. LWCF supports climbing areas on federal lands--from Denali to Acadia National Park--as well as on state lands, from Hueco Tanks to Custer State Park. Unfortunately, LWCF expired on September 30, 2018 and the Land and Water Conservation Fund Coalition estimates that our National Parks have lost over $236 million dollars in conservation funding since the LWCF expired.[1] That means places like Rocky Mountain, Yosemite, and other National Parks and National Forests need to find funding elsewhere or put their conservation goals on hold.  

The American Alpine Club (AAC) values this conservation tool for the American people and passionately advocates for the permanent reauthorization and full funding of the LWCF. While we made great strides in 2018, the LWCF was not reauthorized due to Congress’s failed attempt to pass a public lands package which included the Emery County Public Lands Management Act, LWCF, and other important legislation. We are optimistic, however, that our active lobbying in D.C., our members’ participation in action alerts, and the hard work from the conservation community-especially the Land and Water Conservation Fund Coalition- will result in reauthorization of LWCF in 2019 with the 116th Congress.

What is the LWCF and How Does it Work?

Congress enacted the Land and Water Conservation Fund Act (LWCF) in 1965 to help conserve, develop and ensure access to outdoor recreation facilities for the health and welfare of US citizens. The law sought to accomplish this goal by:

  1. Providing money for land acquisition for outdoor recreation by the National Park Service, Bureau of Land Management, Fish and Wildlife Service, and the Forest Service

  2. Matching funding for states on recreation planning, acquisition of recreational lands and waters and developing outdoor recreation facilities 

  3. And funding other federal government conservation programs, like the Forest Legacy program of the Forest Service.

 

Congress authorized the LWCF for two 25-year periods and one 3-year period (starting in 2015) and approved the Fund to accrue up to $900 million annually.[2] The primary source of funding is derived from oil and gas leasing royalties on the Outer Continental Shelf (OCS). Unfortunately, less than half  ($18.4 billion) of the approved $40.0 billion in total revenues have been appropriated to the Conservation Fund since the Act was passed.[3] Those lost dollars go into the general fund and are allocated however Congress sees fit, instead of supporting the climbing areas we love. It is critical that we, as a conservation-minded community, demand the full funding of the LWCF annually in order to direct the greatest amount of financial backing towards outdoor recreation areas.

 Where Does the Funding Go?

Of the money that has been appropriated to LWCF since the program began, 61% went to federal land acquisition, 25% to state grant programs, and the remaining 14% to other purposes (Figure 1).[4] Federal land acquisitions are particularly important to the climbing community as 60% or more of climbing areas reside on federal public lands.[5] Frog Rock on Bozeman Pass in the Gallatin National Forest, MT was one such beneficiary of these resources. With a $2.6 million contribution from LWCF, funding from the Gallatin County Open Space Program, and a land donation, the Trust for Public Land protected over 2,000 acres of land to provide clear access to Frog Rock.[6] Before this, climbers’ only option was to illegally park on I-90 and bush-whack up to the crag.

Other public lands will be supported by LWCF as well. Currently, 9.52 million acres of Western public lands sit entirely landlocked with no legal public entry.[7] These isolated parcels contain unique recreation resources and, if fully reauthorized, the LWCF will provide the necessary financial resources to unlock portions of these public lands. With the permanent reauthorization of the Conservation Fund, state and federal government officials can rely on the much-needed revenue for future projects. 

Political Support for the LWCF:

The return on these public land investments to local economies are well worth congress’ efforts. The Trust for Public Land found that for every $1 invested in federal land acquisition through LWCF, there is a $4 return in economic value.[8] That’s partially because the outdoor recreation economy, which generates $887 billion annually in consumer spending and 7.6 million American jobs, benefits directly from the conservation of these open spaces and outdoor recreation areas.[9] Elected officials have taken notice of this trend. Political leaders like Sen. Jon Tester (D-MT), Sen. Martin Heinrich (D-NM), and Governor Jared Polis (D-CO) leveraged their support of  public land protection and outdoor recreation in their election bids.[10] Following his election victory, Sen. Tester joined Sens. Steve Daines (R. MT) and Cory Gardner (R-CO) in supporting the reauthorization of LWCF at a press conference at our nation's capital. Sen. Tester said that “reauthorizing the LWCF should be Congress’s top priority.”[11]

With other issues plaguing the end of the 2018 legislative agenda, public lands and their main conservation funding source fell by the wayside. We expect that our voices will be heard and LWCF will be prioritized in the next legislative session. Communities across the country will prosper from this decision for generations to come. As climbers, we can celebrate that our climbing landscapes will profit from this financial resource through the acquisition of new public lands, the securing of access to crags, and the conservation and development of important recreational resources. The AAC will continue to work with our elected officials and advocate for this critical conservation tool.

AAC's Kris Tompkins on Conservation & Democracy

In 2016, AAC awarded the David R. Brower Award to Kris McDivitt Tompkins for her conservation work in South America. For more than two decades, Kris and her husband Douglas Tompkins have donated large tracts of land to the park systems of Chile and Argentina. A recent donation to the Chilean park system includes lodging, campground and dining facilities, and trails, bridges and roads. With this latest donation, more than 13 million acres have been conserved in the two countries.

Kris' recent New York Times Op-Ed is a beautiful piece about why democracy depends on preserving land for the common good. As Kris writes, "National parks, monuments and other public lands remind us that regardless of race, economic standing or citizenship, we all depend on a healthy planet for our survival...two hundred years from now let the elephants trumpet, the giant sequoias sway in stiff winds and our descendants enjoy healthy lives aware of their place in this wild thing we call nature."

2016 Conservation and Advocacy Recap

It’s a wrap! 2016 was a strong year for the AAC. As we turn off the lights at the Clubhouse for the holiday break, we have a lot to celebrate. In 2016, we ramped up our efforts in protecting healthy climbing landscapes and advancing climber competency. Here are a few highlights on the conservation and public policy side:

AAC on Capitol Hill:
In the last several weeks, two bills AAC lobbied on were signed into law. Our partners at the Outdoor Industry Association have reached out to let us know that AAC’s lobby day last February made a difference in the passage of the REC Act and the National Park Service Centennial Act. More about these pieces of legislation:

  • REC Act: Recreation’s Economic Contributions (REC) Act directs the Bureau of Economic Analysis to quantify how much the outdoor industry contributes to job creation and consumer spending. We anticipate the outcome of the analysis will further justify the importance of outdoor recreation and keeping public lands public.

  • Centennial Act: The Centennial Act will provide greater funding for our national parks and will leverage philanthropic support to sustain the parks we love for the next one hundred years. 

Climbers have a vested interest in what happens in D.C., and showing up to make our voice heard is key to the future of the sport. By working together, with the industry and partner organizations, we are stronger as a community.

The Walker Order:
U.S. Secretary of the Interior Sally Jewell released her Secretary’s Order—called the “Walker order” in memory of past AAC President Doug Walker. The Order is an effort to decrease barriers for disadvantaged youth to access public lands and waters through expediting the permit process. Secretary Jewell first announced the Walker Order at the AAC Annual Benefit Dinner in D.C. February, 2016.

Protecting Bears Ears:
Southeast Utah contains some of the best climbing in the country—Indian Creek, Lockhart Basin, Arch Canyon, Comb Ridge, Valley of the Gods and plenty yet to be discovered. Home to more than 100,000 cultural and archaeological sites, the Bears Ears area is also the most significant unprotected archeological area in the country. Together with Access Fund and Outdoor Alliance, we rallied climbers to send letters to the Obama administration, encouraging protection of climbing and Native American cultural resources. We delivered an analysis of the letters to policymakers. AAC CEO Phil Powers, Board President Matt Culberson and Policy Committee member Peter Metcalf co-authored a letter (CEQ) in support of the Monument.

AAC Conservation Grants & Awards:
2016 saw an increase in the amount of funding we awarded to our conservation grant recipients:

  • Cornerstone Conservation Grant: In 2016, AAC awarded a Cornerstone grant to 13 projects across the country. Learn about those projects here.
